Plootus study reveals 60% of 403(b) assets remain trapped in high-fee insurance products, dragging down retirement balances for public sector and non-profit employees.
NEW HAVEN, Conn. - Hartok -- Plootus today released its Average 403(b) Balance by Age Report, analyzing retirement savings benchmarks for teachers, nurses, and non-profit workers using data from the TIAA Institute, Vanguard, and the Federal Reserve. Average balances range from $108,000 for ages 45–54 to $242,000 for workers aged 60–63.
The report uncovers a major systemic challenge: roughly 60% of 403(b) plan assets are invested in variable or fixed annuity products carrying annual fees between 0.5% and 3.0%+. Over a 20-year career, a 1.5% annual fee reduces a $100,000 balance by $94,000 compared to a low-cost index fund.
"Educators and healthcare professionals dedicated to public service are disproportionately impacted by complex, high-fee retirement plans," said the Plootus Research Team. "Many workers don't realize their default plan options are eroding their retirement security."

Key Findings:
The report urges 403(b) participants to request plan fund menus, audit expense ratios, and switch from legacy annuity products to low-cost mutual fund platforms where available.
"Auditing your 403(b) investment menu is the fastest way to improve your retirement outlook," added the Plootus Research Team. "Eliminating unnecessary insurance fees keeps your money working for you."
